Atom Bank has raised $102 million in new capital from Spanish bank BBVA who also led a previous funding round in 2015; the company plans to use the funding for business and product development including lending services; the digital bank's current products include: Fixed Saver accounts, mortgages, and secured loans for small and medium-sized businesses; the company is also reportedly working on another funding round and is currently valued at approximately $320 million. The Bank of England's Financial Policy Committee discussed concerns over consumer credit defaults in its recently released minutes; credit card, bank loan and car loan borrowing has increased and the Bank is also concerned about prolonged interest free offers and eased underwriting standards; stress testing has revealed potential losses for banks of 18.5 billion British pounds ($23 billion) on their consumer credit loans and 11.8 billion British pounds ($15 billion) on their mortgage loans; as the Bank monitors consumer lending, it is likely new constraints will be required to manage risks in the new economic environment. On Wednesday, the governor of the Bank of England, Mark Carney, said that fintech could signal an end to the traditional bank model; this could also increase herding risks, adding "As those risks emerge, authorities can be expected to pursue a more intense focus on the regulatory perimeter, more dynamic settings of prudential requirements, a broader commitment to resolution regimes, and a more disciplined management of operational and cyber risks."; Mark Carney is also chairman of the Financial Stability Board which will report to the G20 in July on risks and rewards in fintech. Invoice financing platform, BillFront, has secured $35 million in financing from a Series A funding round which included 4Finance, NIBC Bank and FinLeap; BillFront offers a working capital solution to media companies; uses advanced technology to evaluate a company's invoices for financing approval; the firm will use the new capital for company expansion and continued development of its technology. Luxury assets lender Borro has raised 5.6 million British pounds ($6.93 million) in new equity capital; firm received Financial Conduct Authority authorization in 2016 and reported business growth of 30%; the funding will help support the firm's balance sheet lending; since 2011, firm has lent 230 million British pounds ($286 million). The Commonwealth Bank of Australia (CBA) and Austrade have signed an agreement with the UK that will facilitate fintech innovation in both countries; the agreement will help to support introductions and the sharing of information on regional fintech business; as part of the agreement the CBA will also utilize its London Innovation Lab for UK and European networking. The Bank of England kept its central bank borrowing rate at 0.25% and decided to continue with its $86 billion asset purchase program; while no changes were made to monetary policy, the BOE changed its guidance; with an increased focus on inflation in the region, the BOE said it would be prepared to raise rates in order to keep inflation at its 2% target rate.
